Citizens, Equality, Rights and Values (CERV)

The Programme Citizens, Equality, Rights and Values (CERV), aims at protecting and promoting the rightsand values as enshrined in the Treaties, to sustain and further develop rights based, democratic, equal and inclusive societies based on the rule of law.

According to Art.2 of the Treaty on the European Union: “The Union is founded on the  of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Member States in a society in which pluralism, non discrimination, tolerance, justice, solidarity and equality between women and men prevail”. The CERV Programme is managed by DG Justice and the Executive European Agency for Education and Culture (EACEA), according to the topics considered.

Legal Basis

The CERV Programme has been established with EU Regulation 2021/692 (pdf) and replace  the Rights, Equality and Citizenship (REC) programme and the Europe for Citizens  programme.

Objectives

The CERV Programme consists of 4 main strands:

  • to protect and promote Union values (Union values strand);
  • to promote rights, non-discrimination and equality, including gender equality, and to advance gender mainstreaming and the mainstreaming of non-discrimination (equality, rights and gender equality strand);
  • to promote citizens’ engagement and participation in the democratic life of the Union and exchanges between citizens of different Member States, and to raise awareness of their common European history (citizens’ engagement and participation strand);
  • to fight violence, including gender-based violence (Daphne strand).

Structure and actions of the programme

The actions that are financed under the CERV programme may vary depending on the specific Call considered. As an indication, the following types of actions are generally supported:

  • promoting societal engagement through debates, campaigns, awareness-rising, conferences, workshops etc. on the themes relevant to call priorities and providing a link to the European political agenda and policy making process
  • gathering the opinions of individuals through a bottom-up approach (including use of social networks, webinars etc.) and media literacy
  • promoting exchanges between EU citizens on EU-related topics to foster a better understanding of different perspectives
  • identifying possible solutions and recommendations to be submitted to the relevant local political authorities and decision makers

Duration and budget

The CERV 2021-2027 entered into force on 1st January 2021 and will end on 31st December 2027. The budget for the entire period is approximately € 1,5 billions.

How to participate

Participant Identification Code (PIC)

To submit any proposal under the CERV program calls participating institutions need to be identified with a European Participant Identification Code (PIC). The PIC for the University of Florence is 999895789.

Eligibility conditions

Each call promoted by the CERV Programme has its own eligibility conditions. Applicants are strongly encouraged to carefully check relevant eligibility conditions before starting to prepare their applications.
