Enrico Francesconi è laureato in Ingegneria Elettronica e Dottore di Ricerca in Ingegneria Informatica e dell’Automazione presso l'Università di Firenze.
E' Dirigente di Ricerca presso l'Istituto di Informatica Giuridica e Sistemi Giudiziari del CNR (ITTIG-CNR) e Agente Temporaneo presso il Parlamento Europeo. I suoi interessi di ricerca si rivolgono all'ambito delle tecnologie del Web Semantico nel dominio giuridico, ontologie per la rappresentazione della conoscenza, tecniche di intelligenza artificiale per la classificazione ed estrazione della conoscenza dai documenti giuridici, e-Government, e-Participation, modelli semantici per le collezioni documentali dell'UE.E' stato membro dei gruppi di lavoro italiano ed europeo per la definizione degli standard XML e URI per documenti giuridici e rappresentante del Ministero della Giustizia italiano nei gruppi di lavoro e-Law presso il Consiglio dell'Unione Europea. Ha partecipato a numerosi progetti della Commissione Europea e consulente del Parlamento Europeo per l'introduzione di tecnologie Web nel workflow legislativo.E’ vice-presidente e membro dell’Executive Committee dell’ International Association on Artificial Intelligence and Law; Section Editor on Ontology and Knowledge Representation di "Artificial Intelligence and Law" journal (Springer), co-Editor in Chief del Journal on Open Access to Law (Cornell University, Law School), Scientific Advisory Board Member of Law, Governance and Technology Series (Springer).E’ stato Conference Chair della Fourteenth International Conference on Artificial Intelligence and Law (ICAIL 2013, Roma).Dal 2004 è docente a contratto del corso di Information Retrieval and Semantic Web technologies presso l'Università di Firenze.

Enrico Francesconi holds a Master Degree in Electronic Engineering and a Ph.D. in Computer Science from the University of Florence. Currently is a research director at IGSG-CNR. His main activities include Semantic Web standards, ontologies and knowledge representation, legal drafting, AI techniques for legal document classification and knowledge extraction.He is a member of the Italian and European working groups defining XML and URI standards for legal documents.He has been involved in various projects of the European Commission framework programmes, the European Parliament and the Publication Office of the European Union.

His main research interests include Semantic Web technologies for the legal domain, legal ontologies and knowledge representation, AI techniques for legal document classification and knowledge extraction, e-Government, e-Participation, semantic models for the document collections of the EU.He has been a member of the Italian and European working groups defining XML and URI standards for legal documents and representative of the Italian Ministry of Justice in the e-Law Working Group of the Council of the European Union.He has been involved in various projects of the European Commission framework programs and consultant of the European Parliament for semantic web technologies in the legislative procedures.He is Vice-President and Member of the Executive Committee of the International Association on Artificial Intelligence and Law, Section Editor on Ontology and Knowledge Representation of the Artificial Intelligence and Law journal (Springer), co-Editor in Chief of the Journal on Open Access to Law (Cornell University, Law School), Scientific Advisory Board Member of Law, Governance and Technology Series (Springer).He served as Conference Chair of the Fourteenth International Conference on Artificial Intelligence and Law (ICAIL 2013, Rome).He is contract professor of Information Retrieval and Semantic Web Technologies at the Computer Science Faculty of the University of Florence.
