Course Content
the aims of the course are to give the students: skills in interpreting and using the main communitarian agricultural policies laws in force, to set out a process of choice among different alternatives of public investment, to realize a ACB on a project.
The main topics are: principles and instruments in the national and communitarian agricultural policy, principles of environmental appraisal, welfare and environment. Introduction to the social choices’ theory. Elements of EIA and CBA

Knowledge on the historical evolution and on the social, cultural and economic principles of the Communitarian Agricultural Policy. Knowledge on the theoretical principles of the social choices and in particular in the decision regarding public investments. Knowledge and use of the main appraisal methods

Skills in doing a cost/benefit analysis for a non complex project in the agro-forest sector. Skills in realizing an investment programme on the basis of the Communitarian laws in force. Skills in solving and appraisal issues

Course program
The course starts with an introduction on the basis principles and on the instruments of the communitarian and national agricultural policy. Afterwards, the environmental appraisal is introduced, starting with the analysis of the principles behind it and then analyzing the different methods that can be operatively used. Afterwards, the basis principles of the welfare and environmental economy are taken into consideration. After an introduction regarding the theory of the social choices, there are also examined the Environmental Impact Assessment (EIA) and Cost/Benefit Analysis (CBA). This last analysis is done also with the analysis of several case studies and with the conjoint development of a project analysis in the agro-forest sector
