PNRR and Unifi: projects, investments and results

The University of Florence actively participates in numerous projects and initiatives under the National Recovery and Resilience Plan (PNRR).

The University acts both as a direct beneficiary—supporting its teaching, research, and outreach activities—and as a strategic partner collaborating with other organisations to implement specific measures.

The PNRR represents a collective effort uniting students, citizens, businesses, and institutions in a shared path towards growth. Young people lie at the core of this vision, providing the fundamental foundation upon which the University builds tomorrow’s opportunities.

Far from being a mere funding scheme, the Plan serves as a hub for cooperation: synergy between universities and industry is establishing a new model of strategic co-design, expanding partnerships and opening up new opportunities.

The PNRR is an investment and reform programme designed to address the economic and social impact of the pandemic crisis. The Plan develops across three strategic pillars—digitalisation and innovation, ecological transition, and social inclusion—and follows three cross-cutting priorities: young people, gender equality, and reducing the citizenship gap.

The PNRR is structured around six Missions, representing thematic areas aligned with the core pillars of NextGenerationEU:

  • Mission 1: Digitalisation, innovation, competitiveness and culture
  • Mission 2: Green revolution and ecological transition
  • Mission 3: Infrastructure for sustainable mobility
  • Mission 4: Education and research
  • Mission 5: Inclusion and cohesion
  • Mission 6: Health

Each Mission is subdivided into Components, which define specific areas of intervention. While a Mission sets the overarching objective, a Component outlines the action plan to achieve it.

Within each Component, actions consist of:

  • Reforms: legislative changes necessary to enhance systemic efficiency
  • Investments: practical projects directly funded by the Plan

Objective delivery is tracked via:

  • Milestones: qualitative benchmarks to be achieved through reforms and investments
  • Targets: quantitative outcomes measured by specific, verifiable indicators

PNRR and Unifi by thematic area

The University of Florence is shaping the future through PNRR funding: a multidisciplinary approach, the integration of basic research and applied research, and a drive for innovation form the core pillars of funded projects. Initiatives range from enhancing historical and cultural heritage to cutting-edge medicine, and from developing strategic research infrastructure to implementing support initiatives for students transitioning from secondary school to university.

Below is a detailed breakdown of the University’s contributions and activities, structured by key strategic intervention areas.

  • RETURN-PE3 | Natural risk mitigation and climate adaptation Strengthening cutting-edge research aimed at assessing and managing environmental hazards (hydraulic, geological and seismic) under climate variability.

  • CHANGES-PE5 | Cultural heritage innovation and resilience Developing advanced and sustainable methodologies for analysing, protecting and enhancing cultural assets.
  • MICS-PE11 | Industrial supply chain sustainability Transitioning towards circular and sustainable production models for "Made in Italy" excellence.
  • MOST-CN4 | Integrated and sustainable mobility systems A technological innovation programme applied to the transport sector.
  • MUSEI | Measures to improve accessibility at the Geology and Palaeontology Museum of the University of Florence Enhancing accessibility to museum collections by removing physical, sensory and cognitive barriers.
  • VILLA LA QUIETE | Programmes to enhance place identity: historic parks and gardens Permanent reopening and repurposing of the historic garden, previously inaccessible to the public.
  • IDEATES | Integrated Analysis of Economic, Technological and Social factors for the Energy efficiency of the housing and vehicle Stock Supporting the assessment of private mobility in terms of efficiency, external pollution costs and options for alternative modal choices.

  • AGE-IT - PE8 | Multidimensional strategies for ageing Scientific coordination (lead institution) of an interdisciplinary programme aimed at analysing population ageing processes.
  • RNA-CN3 | Biopharmaceuticals and advanced therapies Strengthening the national supply chain for the development of drugs and gene therapies based on RNA technology.
  • MNESYS-PE12 | Neurosciences and neurotechnologies World-class research on the nervous system through an integrated multi-scale approach.
  • EBRAINS-ITALY | European Brain ReseArch INfrastructureS-Italy Establishing a nationwide network of research groups across Italy with cross-disciplinary expertise in developing computational models in neuroscience.
