How contributions are determined

Students fall in different tuition fee brackets based on their economic status assessed through the Indicator of Equivalent Economic Situation (ISEE). Other types of ISEE are not considered valid.

To obtain the ISEE:

Students resident in Italy 

  • Students resident in Italy must sign the Single Substitute Statement
    (Dichiarazione Sostitutiva Unica - DSU) for fee reductions related to the right to university education (linked to the student’s tax code), through a Tax Assistance Centre (CAF) or via the INPS online services.
    Students resident in Italy must request the calculation of their ISEE by 20 January 2026. Students who do not meet the deadline will be placed in the highest contribution bracket; they may still submit the ISEE by paying a €100 administrative fee.

Students resident abroad 

  • EU and non-EU nationals resident abroad (both Italian citizens and foreigners) are automatically assigned a notional university ISEE, calculated for groups of nations based on the World Bank's annual classification of national incomes; the classification published in 2025 is considered for a.y. 2025/2026.

    ISEE figurative university for belonging group 
    (the list of nations-groups of belonging is shown in Annex 1 of the Study Regulations): 
    - high income: 75,500.00 euros 
    - medium-high income: 52,500.00 euro. Medium-low: 36,500.00 euros 
    - low income: 25,500.00 euros 

    For the students who are registered, who have declared their residence abroad on their profile on online services, the figurative university ISEE will be calculated at the end of the online enrolment procedure and the fee will be automatically proportionate to the figurative ISEE indicator. 
    For students enroled in years following the first, who have declared the residence abroad in their personal data, the figurative university ISEE will be recorded in a career automatically after the renewal of the registration, within the calculation of the second installment. 
    Students resident abroad cannot avail themselves of an ISEE determined in any
    other way; this economic indicator shall also apply to any service or call issued
    by the University of Florence, unless otherwise stated in the relevant calls,
    notices, or agreements.]

Who must submit an ISEE to claim Right to University Study (Diritto alla Studio Universitario - DSU) benefits

The following students must submit an ISEE:

  • those who want to pay tuition fees according to their economic status;
  • those who want to spend a period of study abroad (international mobility, Erasmus) and wish to obtain the additional grant for students in socio-economically disadvantaged conditions;
  • those who wish to participate in work-study programmes (150 hours) and mentoring activities;
  • those who want to obtain a reduction in university fees provided for
    cases where two or more siblings belonging to the same family unit (as
    defined for the purposes of calculating the university ISEE) are
    simultaneously enroled;
  • those who applied for a regional ARDSU scholarship and did not qualify for
    it or had it revoked, wish to be placed in one of the income brackets
  • those who wish to participate in an Erasmus in Italy;
  • those who wish to apply for prizes and scholarships established by the university.

Students who submit an ISEE after the deadline must pay a €100 administrative fee, except for those who provide the ISEE during the matriculation process.


Studentswho are not required required to submit an ISEE:

  • disabled students, those officially recognized as having a handicap, or
    with a disability equal to or greater than 66%;
  • students who are the children of the recipients of invalidity pensions;
  • foreign students in receipt of a scholarship from the Italian Government;
  • students who were accorded an exemption because they are residents - or
    whose families of origin (father or mother) were residents - from 24 August 2016 to 15 December 2016 in the areas affected by the 2016 seismic events;
  • prisoners;
  • students with athletic merit.
Calendar of key deadlines

For the services for the Right to University Study (Diritto allo Studio Universitario - DSU) (only for residents in Italy) 

Students who wish to use the ISEE to claim regional DSU benefits, after submitting the Single Substitute Statement (Dichiarazione Sostitutiva Unica), must authorize the university to acquire their ISEE.

In the case of simultaneous enrolment in multiple degree programmes, the
consent given for one study programme is automatically applied to the other
ones.

Starting from a.y. 2018/2019, the authorization to acquire the ISEE is valid for all university studies associated with a student’s personal profile, unless he/she withdraws consent.

Well -known

If, during the acquisition of the ISEE by the INPS database, the University does not find the ISEE value, the student can:

  • Do not pay the tax until the expiry of the registrations and request the DSU to the CAF or by filling out the form on the INPS website to obtain the ISEE value; Or, if the DSU has already requested, wait for the ISEE processing by the INPS;

  • print an average value enrollment fee, equal to 550.20 euros and continue with enrollment (a flat rate amount not provided for enrollment in specialization schools of the health area). In this case, the student is required to present the ISEE 
    Otherwise the second installment is calculated in the maximum band. Variations of the ISEE automatically recovered by the system must notify the University by new recovery/consent possibly before the expiry of the second installment (for information contact the Student Secretariat). The changes of the ISEE are not subject to administrative burden.
